This would mean that some cultural groups are less civilized and less developed than others. However, there is no hierarchy or desired development for cultural groups. Each culture has its own history.

Lévi-Strauss adds that progress is neither necessary nor continuous. “Humanity in progress hardly resembles a person climbing a staircase, adding by each of his movements a new step to all those whose conquest he has acquired.” Levi-Strauss, 1951.
