Harassment, bullying at school

This definition of harassment seeks to complement the one that indicates repetition over time by adding two further characteristics:

  • that of prolonged violence in the moment, to distinguish it from sudden violence that breaks out.
  • and that of threats of recurrence or the perception of this risk.

This definition is in line with those proposed, for example, by :
 

  • Dan Olweus (Norway, 70s-90s), focusing on physical violence

  • Dr. Mona O’Moore, Anti-Bullying Centre, Research & Resource, Unit Department of Education, Trinity College, Dublin, who proposes a definition within the framework of NOVAS RES (European Union network).

  • Swedish legislation

which aim to broaden the definition of bullying so that it can be reported, punished and redressed, even in the case of a single act.
